GPS 15% Budget Override Continuation

Will a yes vote for the override result in a tax rate increase for residents of Gilbert Public Schools?

No, this 15% budget override continuation maintains the present tax rate paid today by GPS residents and commercial property owners.

What is the tax rate and cost associated with the existing 15% budget override and how does GPS tax rate compare to East Valley Districts?

The Override is funded from the secondary tax rate along with the Bond debt service.  The current tax rate associated with the 15% Override is $1.2988 per $100 of assessed value.  This would not change with a yes vote for the Override.

Based on an assessed home value of $251,560, the average assessed value in GPS, the homeowner impact would be as follows:

Current monthly cost (15% override) = $27.23

Current annual cost (15% override) = $326.73

Why is our district asking voters to approve a 15% Budget Override Continuation?

Gilbert Public Schools has made significant strides towards competitive salaries, increasing safety and security in our campuses and actively working to maintain lower class sizes over the past four years.  This Override Continuation will allow us to maintain this status to benefit all 33,000 students in attendance.

GPS $100 Million Bond

If the bond is approved, how will taxes be affected?

A yes vote on the bond will not increase taxes.  Bond debt is paid through the secondary tax rate.  As old bond debt is paid off, the new bond debt would take its place resulting in no increase in tax rate.

Why does GPS need a bond authorization? Why can’t you use existing resources to maintain and upgrade existing facilities? Charter schools are able to handle their facility needs without asking voters for assistance – why can’t you?

GPS has 39 campuses and additional district facilities across Gilbert and Mesa. The average age for our buildings is 32 years.  With this comes needs for critical upkeep and maintenance including roofs, HVAC units, lighting, restrooms, and other updates.   We also have technology, safety, and security needs across the campuses.  The district relies on capital funding from the state for these repairs and improvements, but until recently, there has not been consistent capital funding from the state. For this reason, we have asked voters for bond authorization to fund these projects.

In comparison, the Charter Additional Assistance (CAA) has never been reduced and has always been indexed to inflation. Below is a table comparing the per student amounts of additional assistance received at GPS versus ALA – American Leadership Academy as a charter school example.

How will the 2023 $100 million bond be spent?
